Cafe World is a game that you can move up in quite quickly, however when I first started, I was a bit confused about several aspects of the game.  Let me pass on what I've learned about moving up a bit quicker.  The first thing you need to worry about is the layout in your cafe.  If your workers can't navigate their way through, then your cafe will not be very successful.  It may look like you have paths to each table, but trust me, this game is PICKY.  It is not necessary for you to set all of your tables up end to end, but it is much easier to get it right that way.  Also, while you are designing your cafe only 18-20 tables are needed at a time.  You will not get more people in your cafe than that.  I have 20 tables and I do not have anyone leaving because they can't find a spot to sit, so 20 is the maximum number of tables you need.  Any more than that is just taking up extra space.

Next, you need to get your cafe to be "buzz worthy."  The buzz rating of your cafe is in the top right corner.  105 is the best buzz rating that you can get.  This number will only change as you are logged into the game.  When you close the game you are locked in at that buzz rating until you open it again.  So, if your buzz rating is low, make sure you have 20 tables and chairs ready to go as well as a LOT of food.  Then, leave your browser open to Cafe World until you see your ratings go up.  Keep an eye on it though to make sure that there are not problems.  If your staff can't get to the tables people will leave upset.  Once you know things are going smoothly, feel free to open another tab or leave your cafe alone for a little while.  Do keep checking back in on it though to make sure you have plenty of food and to see where your rating is.  If you haven't been a highly buzz rated cafe before, you may be surprised at how much food you will go through.  Once you are rated 105 you can close the game and you will stay at that level even if you run out of food. Just make sure that you serve more as soon as you open the game back up.  Having a high rating will make sure that you sell a lot of food because you will generate a LOT more customers.  That will move you to higher levels pretty quickly.
